Only the following foreigners are exempted from the travel ban, thus may need to apply for a visa to travel to the Philippines:
1. Foreigners married to Filipino citizens. (Filipino spouses must be in the Philippines or travelling with a foreigner).
2. Foreign parents to minor Filipino citizens, 17 yrs and below. (must be in the Philippines or travelling with the parents).
Documents for minors
Non-Filipino travelers under fifteen (15) are not allowed to enter unless they are accompanied by a parent or a legal guardian, or will be traveling to a parent or both parents in the Philippines.
However, unaccompanied foreign minors may travel to the Philippines, given they provide the following documentation to the Immigration Office in the port of entry:
• Affidavit of the petition and consent of the parent or legal guardian, identifying the person accompanying the child to the Philippines and with whom the child will reside in the country. The said affidavit must be duly certified by a local notary or the Philippine Embassy / Honorary Consulate.
• A clear copy of the data pages of the passport of the child
• A clear copy of the data page of the passport of the accompanying adult or guardian
• A clear copy of the data pages of the passport of the child
• A clear copy of the data page of the passport of the accompanying adult or guardian

Starting 1 May, the Philippines will be lifting its ban on the entry of foreign nationals except for those coming from India or with a history of travel to India. The task force against COVID-19 has approved the entry of foreign nationals but will be subject to the following conditions:
• They must have a valid and existing visa, except for those under Balikbayan Program
• They must have pre-booked accommodation for at least seven nights in an accredited quarantine hotel or facility
• They must be subject to COVID-19 testing on the sixth day of arrival
• They are subject to the maximum capacity of inbound passengers (1,500 per day) at the port and the date of entry.
Philippines Tourist visa is required for citizens of Brazil.
